By the advice of the Colonial Surgeon, I made a voyage to the NE coast of China, for six

I am unwilling however from any personal considerations to abandon my duty, as it appears to be the determination of Her Majesty's Government to maintain

a distinct Treasury Department for the Civil Establishment of this Island; I as my strength
